从2021年7月1号到2021年12月31号的这半年时间里,ACT基本是消化掉了一半的财年邀请配额,每一个月的邀请基本上都是匀速发放。截止到2022年1月1日的数据,全年491配额共计1400个用掉了761个(剩余639个,每月预计发放107个),全年190配额600个用掉了297个(剩余303个,每月预计发放51个)。整体拒签率在17%~20%之间浮动,主要问题集中在ACT 工作相关材料里面,常见的包括skill level 和相关学历的问题。此外ACT也建议申请人将材料做得更加清楚一点比如合并银行流水,同时再次强调了不要给一些无关材料,这样会影响案件的审理进度。


ACT Critical Skills List January 2022

申请人的职业是否在现行清单上直接决定了申请人是否能够拿到邀请(小生意和博士渠道暂时不予以讨论,因为属于特殊渠道,可以绕开职业的限制),仅针对于常规190和491的申请,本次主要有以下变更:

新加入职业
childcare center managers.
primary and secondary teachers.
bakers and pastry chefs.
insurance loss adjusters.

删除职业
architects and landscape Architects.
architectural draftspersons.
sports development officers.
hairdressers.
fitters.
electricians.

ACT强调如果此时你的职业已经不在清单上,ACT是不会发出邀请的。同时ACT也解释了为什么原定于1月18号的邀请之前还会在1月11号邀请一轮,因为有的职业隔天就被删除,所以ACT给了最后一次机会。

ACT 海外491/190申请渠道

除开老生常谈的几个强制要求,如EOI分数达标,有合格的职业评估和英文等,我们主要介绍下最难满足的一些条件。

境外ACT 491 核心要求
491 applicants must nominate an occupation on the ACT Critical Skills List January 2022. They must have at least three years relevant work experience in their nominated occupation (evidenced by points advice). Applicants are no longer required to provide job advertisements in their nominated occupation. They must still provide an employment statement confirming their employability in Canberra.

申请人提名职业需要在目前ACT critical清单列表上;
申请人需要有至少三年提名相关工作经验(一般职业评估结果上会呈现);
申请人需要确保其提名职业是满足ACT市场需求的。

境外ACT190 核心要求
190 applicants must have a genuine job offer with a Canberra based large organisation in an occupation on the ACT Critical Skills List January 2022.

ACT Job Offer: You have a job offer in your nominated occupation. The position must be
Canberra and be available for at least two years. The employer:
1 must be a medium to large Australian enterprise (50 plus employees) actively
trading in Canberra.
2 cannot be trading from a home, online or serviced office.
3 must have a genuine need to employ an overseas skilled worker.
4 must demonstrate that the position is relevant to the business; and cannot be filled
from the local labour market.

此处对于Job Offer 的要求有清楚的描述,不是一般小公司就能满足要求的,同时还需要证明是因为急需此类人员才从海外进行招募。

Employer statutory declaration: your ACT employer MUST declare that:
1 you will be employed in a genuine position in Canberra in accordance with
Australian legislation.
2 the position is relevant to the operations of the business.
3 the minimum period of employment is for at least two years.
4 they have tested the labour market and are unable to find an Australian Citizen or
permanent resident to fill the position.

雇主也需要对于申请人进行一定的担保,保证这个职位申请的真实性。

不同的渠道之间会分开进行打分,但消耗的是ACT一年的总配额。每个申请渠道内采取分数从高到低原则,分数相同的情况则按照递交matrix时间早晚来排序。由于堪培拉引入了新的申请渠道,所以可以预计之后的竞争会更加激烈。
